Recent years, under the wise leadership of CPC Anhui Committee and the People’s Government of Anhui Province, the whole system of Anhui economy thoroughly implements science development view, deeply carries on eastern development strategy and accelerates the internationalization process of economy. Anhui , has now founded economic trade relationship with more than 200 countries and regions in the world, forming an all-dimensional, multi-levered and wide-ranging opening pattern.

       This year, the import and export value broke the record again, having taken the lead of the west-central china for last five years. The total import and export value in 2007 surpassed 15.93 billion USD, increasing by 30.1% compared with last year, in which, the export value reached at 8.82 billion USD, growing 29%; the import value was 7.11billion USD, increased by 31.3%. The total value of the import and export has topped the Midwest area for five years and ranked first for eight years in central China.By thoroughly implementation of structure promotion strategy, brand construction strategy, international market deep development strategy and import and export simultaneously strategy , Anhui has made its effort to construct foreign trade promotion system, foreign trade harmony service system, import and export incubation system and foreign trade friction reply system, keeping the export and import trade tending to develop better and faster.

   The utilization of the foreign investment matched onto a new step, and gained the historic breakthrough. In 2007, the total foreign investment has reached at 3.43 billion USD, increased by 38%, in which, the FDI totaled 3 billion USD, growing 1.2 times compared with the last year; the other kinds of foreign investment numbered 220 million USD. Anhui emphasizes on carrying out “the fifth five years plan”, that is, strongly promoting the five industry to taking advantage of foreign investment, strongly recommending 500 items of utilizing foreign investment, strengthening the contact with 50 of the top 500 enterprises, widely carrying out 50 items linkup activities, and elaborately organizing significant merchants activities, making the quality and standard of utilizing foreign investment going on uprising. 

  “Going out”has being taken firm steps, and foreign economic cooperation has expanded rapidly. In 2007 Anhui , by actively put into effect the important measures such as accelerating the exploitation and utilization of the resources out of realm, processing overseas production and researching base and marketing net construction, enlarging the scale of architecture enterprise out contracts and labor cooperation, supporting the “go out” of the scientific research institute, as well as prompting the agriculture cooperation and exploitation overseas, non-public operated enterprises “reaching out”, and encouraging the involvement of the construction of foreign trade cooperation area overseas, the value involved in the new signed contracts totaled 1.2 billion usd, the accomplished turnover reached at 720 million usd, the exporting labor numbered 8,861, and the labor oversea at the end of the year numbered 16,011, respectively up 82.4%, 69.6%,9%,12.8% than the same period.

   Domestic trade achieved a steady growth, and the modernization of the circulation speeded its development. In 2007, the whole value of social retail consumption amounted to 240.4 billion USD, up 18.4%, which broke the records of the last 10 years.  The growth margin was up by 3.4% compared with the previous year, in which, the market in the city brought in 132.5billion USD, up by 19.8% compared with the same period of the last year; the rural market brought in 107.87billion USD, up by 16.9% compared with the same period of the last year.

   In 2008, the development of Anhui commercial economy will still base on the science, giving the priority to the “quality”, keeping the steady process, as well as attaching importance to the implementation of every kind of task. On the foundation of the positively transforms the way of commercial economy growth, improvement of the quality and benefits of commercial economy, we will carry our work as follows:

Firstly, speed up the process of transforming the growth mode of foreign trade, and strengthen the capacity responding to the change of international market. That is: 1. Quicken the process of positively accelerating economy growth, industrial upgrade and resources saving rather than only pursuiting for the foreign trade growth as before. 2. Quickly speed up the transformation of depending on the pull of key enterprises to depending on the both development of key enterprises as well as small and medium-sized enterprises.3.quicken the shifting pace to transform from relying on price-rebate competition to relying on independent innovation、raising added value and strengthening the comprehensive competitiveness.4.   Secondly, innovate in the mode of foreign capital utilization, and optimize the structure of foreign capital utilization. Thirdly, deeply implement the strategy of ‘going out’, and innovate on the mode of foreign investment and cooperation.
