During the past year of 2007, Jiangxi Province has earnestly followed and fulfilled the Scientific Outlook on Development. Aiming at the strategy of Jiangxi’s rising in the middle part of China, Jiangxi has carried out the opening-up strategy on the whole scale, meanwhile Jiangxi has constantly improved the quality and degree of its opening-up economy, which has made rapid progress. Jiangxi Province has been closer and closer on its way to realize itself in the middle part.

In 2007, the total income of imports and exports on foreign trade in Jiangxi Province reached 9,480,000,000 US dollars, which increased by 53%, Jiangxi has achieved the outline of the Eleventh Five-year Plan three years in advance (i.e. the total income of imports and exports amounts to 9,000,000,000 US dollars in 2010). Of this income, 5,460,000,000 US dollars is from export, and 4,020,000,000 US dollars from import, making Jiangxi the second place among both the whole country and the middle area on the increased range of import and export; the actual use of foreign investment was 3,104,000,000 US dollars, helping Jiangxi maintain the first place in the middle area for 5 years; the income of international project contract and labor service cooperation was 448,000,000 US dollars, which increased by 45%.

Looking back to 2007, great achievements have been made in Jiangxi Province

I.         The foreign trade doubled in two years, occupying larger and larger proportion in GDP, the structure of foreign trade export welcomed a historical transformation

In 2007, the total income of imports and exports on foreign trade in Jiangxi Province reached 9,480,000,000 US dollars, which increased by 53%, of which 5,460,000,000 US dollars was from export and 4,020,000,000 US dollars from import, which was 5.6 time, 5.2 times and 6.3 times of the year 2002 respectively, which doubled every two years; Jiangxi moved its place from 24 in 2002 to 19 in 2007 on import-export trade in the whole country, it moved ahead 5 places during 5 years. The growth of foreign trade presented its historical transformation. In 2007, mechanical and electrical products export 1,200,000,000 US dollars, becoming the biggest export commodity in Jiangxi Province. There were 100 key enterprises whose export gross amounted to 3,798,000,000 US dollars, which occupied 69.6% of the entire provincial export amount. There were 9 enterprises whose export volume was more than hundred million US dollars, adding 5 more than last year. In 2007 in Jiangxi Province the import increased range is 19 percentage points higher than the export increased range, basically has achieved the balanced and coordinated development in import-export trading.

II.      Occupying the first place in the middle area on continuously actual use of foreign capital for 5 years, with the quality and the degree further improved

In 2007, the actual use of foreign investment was 3,104,000,000 US dollars, which was 2.9 times than 2002, and it has maintained the first place in the middle area for 5 years. In 2007, Jiangxi has actively pushed forward  the opening-up and attracting investments in “five big domains”, one batch of catalytic big project entered different fields like transportation, energy, infrastructure, high-tech industry by taking advantage of the expanding of foreign investment. There were 96 newly-approved contract great projects whose amount of investment was more than 10,000,000 US dollars, which increased 15 more than last year. In 2007, six the world top 500 enterprises like Coca-Cola, FedExp settled down in Jiangxi, and now there are 30 enterprises belonging to the world top 500 settled in Jiangxi Province.

III.   The foreign economic and technical cooperation has come to a new stage

In 2007, the income of international project contract and labor service cooperation was 448,000,000 US dollars, increasing 45% year on year, the newly-signed contract amounted 510,000,000 US dollars, growing 25% year on year, which was 3.3 times and 6 times than 2002 respectively. The foreign economic and technical cooperation was advanced by the country rather than by provincial level, Jiangling group and the province coal group set up the foreign trade operations area in Algeria, the African Togo agriculture demonstration center which was carried out by Jiangxi Province obtained the national approval. There were more and more great international project contract,, in 2007 there were 21 newly-signed contract whose capital was more than 5,000,000 US dollars.

IV.    The construction of opening-up platform has achieved rapid progress

There are three special area for processing export products, which marks the first place in the middle area; Nanchang and Ganzhou belonged to the first batch of those key contract bases for processing trade, after the setting up the electro-optical integration export innovation base in Nanchang high-tech zone, Nanchang service outsourcing model district recently was authorized for the outsourcing model district in China by the department of commercial affairs; in Changbei international airport we have foreign airline fly the international airway, the Changbei international air cargo transportation center project was developed steadily, the airline between Nanchang-Melbourne, Sydney shared international flight has been approved; Nanchang-Shanghai, Ganzhou-Shenzhen rail-sea-combined transport was newly built, Nanchang-Xiamen two-way rail-sea-combined transport was realized, Jiangxi Province all of the rail-sea-combined transport channel for export in Jiangxi Province were completely opened.

Prospecting on 2008, Jiangxinese are Filled with Confidence

I.          Continuously increase imports and exports, further optimize the structure of export commodities

First, constantly keep the increase of total import and export volume as the primacy of foreign trade affairs. The principal contradiction in foreign trade of Jiangxi Province is its small volume, of which the principal aspect is the small export volume. Therefore, we should optimize export structure while increasing total volume, in order to solve this principal contradiction and its principal aspect. Only if we have enough import and export volume, there can be the structure, as well as possibilities and potential to optimize the structure.

Second, focus on main emphases and render full support to pillar enterprises. We need to focus our efforts on the developments of 120 key enterprises, provide them with tracing services, and render support in many fields, for instance, customs clearance, financing, export rebates, etc. Inclined support also need to be provided to these enterprises when they apply for booths to participate in Carton Fair or East China Fair, declare provincial or national export brands, etc. To increase the export volume proportion of key enterprises in our province from the current 70% to 75%, we should form liaison staff system among these enterprises, too.

Third, further open export routes and develop export markets. We should speed up our market exploitation efforts, in order to realize export market diversification. Accordingly, domestic exhibitions are focused on organizing enterprises to participate in Carton Fair and East China Fair, whereas exhibitions abroad on organizing influential exhibitions and brand qualification exhibitions held by Ministry of Commerce. While consolidating the European Union, America, Southeast Asia and other traditional markets, we need to develop some emerging markets such as Eastern Europe, the Middle East, etc., to form a diversified market order with reasonable distribution of traditional and emerging markets, as well as developed world markets and developing world markets.

Fourth, form improved import promotion system and facilitate coordinated development of foreign trade. In order to facilitate the coordinated and rapid development of foreign trade, we need to form import promotion system, reinforce the management of import affairs, help enterprises take full advantage of our preferential policies on promoting imports, and encourage enterprises to import necessary technical equipments, energy and resource products through general trade ways.

II.        Pay great attention to utilizing foreign investments rationally and economically, and continuously improve the quality and efficiency of investment utilization

III.      Push forward ”Going Out” strategy, and develop the standard of foreign economic and technological cooperation

First, accelerate the construction of overseas economic and trade cooperation zones. The construction of “Algerian – Jiangling (Chinese) Zone for Economic and Trade Cooperation” is taken as the emphasis of “Going Out” program. Second, develop overseas agriculture, and establish agricultural demonstration center. Third, strengthen the cooperative exploitation of overseas mineral resources.

IV.     Enhance port construction, and optimize opening-up platform of our province

First, accelerate the construction of Changbei airport international air cargo transportation center project. Second, open more international and domestic routes. Third, reduce import and export transportation costs, and realize sea-route navigation of our province to all the main coastal ports of neighboring provinces.
