In 2007, Shandong Province implemented the Scientific Outlook on Development sincerely, emancipated the mind, explored and innovated and faced all kinds of challenges positively. The foreign trade and economy maintained a good growth.

Foreign trade over 100 billion USD

The province finished the task of import and export value 122.62 billion USD increasing by 28.7% over 2006. Export value and import hit 75.24 and 47.37 billion USD increasing respectively by 28.3% by 29.3%. The export of high and new-tech products and mechanical and electronical products increased by 30.6% and 49.7%.

Foreign investment structure optimized

The province utilized foreign investment of 11 billion USD which has increased by 10% over 2006. The average foreign investment reached 8.61 million USD comparing with 4.03 million USD in 2006. 123 large projects over 30 million USD and 10 projects over 100 million were registered and they both doubled that of 2006. Thirteen enterprises have come into the abroad stock market and the total financing is 2.12 billion USD. The number of these companies has reached to 44. The foreign investment utilization of service industry made dramatically progress. Service outsourcing grew fast, the number of these kind of companies who succeeded achieving profit reached more than 100 and the turnover was 370 million USD which increased by 60.2%

Investment overseas and economical cooperation growing steadily

The province succeeded in bidding for 2 National Foreign Trade and Economic Cooperating Zone. After the establishment of Shandong-Brazil Economic Cooperation Zone by Haier Group, Inspur Group and Northwest Wood Group succeeded in bidding for 2 of the 11 foreign trade and economic cooperation zone. The Inspur Group Venezuela Technology Industry and Marketing Zone Project invested 5.2 billion yuan and Northwest Wood Group Russia Tomsk State Wood Industrial Zone Project invested 1.57 billion USD. Labor exporting cooperation grew fast. Seven tender projects abroad over 100 million USD were issued. In 2007, 45 thousand labors was dispatched and the number toped all the provinces of China .

Economic Development Zones and Free Trade Zone improved tremendously

The quality of the Development Zone projects further increased. Average land investment intensity has increased by 4%. Thirteen Scientific Development Exporting Zone gave good examples for the province. Export manufacturing industrial has made new progress. Qingdao West Coastal Export Manufacturing Zone has passed the investigation and till now six zones of Shandong Province (Jinan, Qingdao, Yantai, Weihai, Weifang, Qingdao West Coast) have began to operate.

Enlightened by the spirit of The 17^th National People Congress of China, the Reform and Opening-up Policy, the spirits of 17^th National People Congress of China and the 9^th Representative Convention of

Chinese Communist Party, and the Scientific Outlook on Development, the province should insist on the view of Good and Steady Economic Growth, implement the all-round opening-up strategic policy, further deepen Japan and Korea, upgrade ASEAN, break through Europe and America, and expand Africa. The province should emphases the quality of usage of foreign investment, make sure the change of foreign trade mode, innovate in foreign economic cooperation, promote the development level of Development Zone, cultivate the competitive international group and make the foreign trade grow well and fast.

---- Utilizing foreign Investment to accelerate the Industry upgrading

The usage of foreign investment increases by 10%. The province should focus on the following industries: high and new technology, advanced manufacturing, energy-saving and ecology protection, modern service, modern agriculture. It is necessary to import a group of leading project, cultivate a number of competitive groups and companies and accelerate the construction of strong province of advanced manufacturing.

----Change to promote the quality and efficiency in foreign trade

The provincial target of import and export increases by15% with 14% in export and 20% in import. Increase the percentage of high and new tech products, mechanical and electronical products, and independent knowledge property right products. Promote the construction of science oriented Development Zone and establish a series of international brands with good marketing net.

---- Projects invested abroad promote to advanced management

The target is to increase the foreign investment by 20%, to further the cooperation of international resources, to expend the investment of advanced industry, to establish a series of foreign trade and economic cooperation zone and to cultivate a number of international project contractors.

---- Change Development Zone operation mode to intensive and scientific development

The province should increase the investment intention by 5%. The zone should increase the investment intensity and the profit. It is also important to protect the environment. The target is to establish several fast-growing pole of open oriented economic zone, gathering zone and example zone.
